Force upload of Image when registering

I am running a forum where registration is very strict and we must confirm a user. We would like to be able to force the user to upload an image of an identification card that would then be emailed to the forum admin along with the registration notification.

So to describe better:
New user starts registration procedure
Gets to required field where we force them to upload an image and we tell them what to upload.

The user submits their registration and are told that they have to be activated.

The admins of the site get the normal email saying that someone needs to be activated, and attached to that email is the image that the person uploaded.
