Not sure if this is spamming

I am looking for someone who can help me start my webdesign/hosting company. I was looking for someone with the following reqs:

Requirements:
-HIGH Understanding and Usage of Adobe Photoshop

Extras:
-HTML
-CSS
-JS

I was thinking that I could do the PHP, and my partner would do the Images/Design and possibly the "Extras". If (s)he cant do the "Extras" I will be able to do them.

I wish you good luck with that. I have tried twice, with two different artists, and both times it ended up that when I needed them they were busy, and when I didn't need them they were pestering me for work. I can certainly sympathize with you, as I can do only basic graphics myself. I hope it works out for you.

One thing you might try is taking a look at sitepoint or elance and see if some of the artists on those sites might be willing to work with you. You need to find a site that caters to style artists, not modders.
