MOD title: Download Agreement
MOD description:Adds a page where user has to accept an agreement before receiving any downloads. Once a user accepts the terms that user will not have to accept again until they are updated. All configured via ACP. Also has a on/off switch to allow you to disable the MOD making it so users don't have to accept any download agreement.
Currently only has DB layer for mySQL, next version will support all DB layers.
