Toplist voterank system.

hi i whould like to know if there's possible to make a voterank system that if someone votes for the "website" on a toplist site they get like a point and when they got enought points they get a higher rank. toplists like gamesites100 or gtop100 or xtremetop100.

im sorry if the information isnt specific enough but thats the only way i can describe it.

if this is possible i whould like to know how much it whould cost me to buy one exemplar of a mod like that?
