New features will definately be added to 3.2. And a lot of code has already and will still be changed. The reason that it's called 3.2 and not 4.0 (yet ) is because it's not a complete rewrite, it builds upon the 3.2 code, but it will probably break a lot of compatibility. In fact, it already has, as some things like $phpbb_root_path and $phpEx have been changed.

I like the idea that just because it's out of Dev that it isn't feature frozen. I think that adding new things is a good idea, just to keep people interested. Plus, if there isn't any real reason to not add the feature right away, I don't see the point of adding it to just 3.2.
