Yes, I highly suggest XAMPP. There is practically no configuration. You just download it, start the control panel, and it works.
Just go here:
http://www.apachefriends.org/en/xampp-windows.html#641Download XAMPP Installer or XAMPP ZIP (whichever you prefer) and just follow the instructions.
Oh yea, and once you have it up and running, what you do is open up your browser and go to "http://localhost". You should see some default page. You can then add your own files to the htdocs folder within your XAMPP installation.

Do want to remind you that XAMPP takes the same port as Skype, so you might wanna reconfigure some stuff there as it stopped me once from entering the phpBB Weekly podcast

Okay, I believe I am up and running. Not exactly sure how to go about doing all this, it's so new and scary at the same time. Oh boy, a lot to learn I see. lol
So, now. What now? HA HA
Sorry if I may be a pain to you guys. I am just wanting to do this the right way, instead of doing all this the wrong way and having to do it all over again because that can be a pain. If you know what I mean. lol

Okay, wait. I actually got a test board up and running under XAMPP. However, I am a little stuck on getting the config.php file to change permissions as far as getting it changed from world-writable to not like it suggests in the ACP.
I'm currently trying to figure that out at the moment. So yeah. lol
Oh, and you guys say to play around with a Mod that has already been created and see how it's been made and what not. What mod would you recommend to play with that is easy, to get started with? If you don't mind me asking.

Actually, it can be changed on Windows.
All I did was go to the file, right clicked and where it has the Read-Only check box, I selected that. Here's a screen shot:

Then once I did that, the message about changing it to a 640 or whatever went away. So I'm assuming that worked? Maybe not, lol but it got rid of the message.
