I'm not sure how many modders are aware of its existence, but I believe that every single modder should use a local webserver.
The worst it can be is if you're running it on a laptop that has 180MB of RAM, Pentium II processor. Then it takes forever..but then again, that laptop has to run xubuntu, it can't run standard ubuntu or Windows XP.
In general, if you've got a decent computer, you won't notice a thing, even when you're looking at localhost webpages.

For me, XAMPP is the best, it's got all the toys installed by default and a good preset configuration for maximum compatibility. I haven't really tried any of the others though except for some portable server thing, which wasn't too good.

Yes, I highly suggest XAMPP. There is practically no configuration. You just download it, start the control panel, and it works.
Just go here: http://www.apachefriends.org/en/xampp-windows.html#641
Download XAMPP Installer or XAMPP ZIP (whichever you prefer) and just follow the instructions.
Oh yea, and once you have it up and running, what you do is open up your browser and go to "http://localhost". You should see some default page. You can then add your own files to the htdocs folder within your XAMPP installation.

Ugh, there's like 3 different packages? LOL Do I want Basic Package, Devel Package or Upgrade Package? lol!

Basic package. I've never used Devel Package, and Upgrade Package is for upgrading from a previously installed version.

Do want to remind you that XAMPP takes the same port as Skype, so you might wanna reconfigure some stuff there as it stopped me once from entering the phpBB Weekly podcast
Keep an eye on us, were back in business..

Okay, I believe I am up and running. Not exactly sure how to go about doing all this, it's so new and scary at the same time. Oh boy, a lot to learn I see. lol

Sorry if I may be a pain to you guys. I am just wanting to do this the right way, instead of doing all this the wrong way and having to do it all over again because that can be a pain. If you know what I mean. lol

Okay, wait. I actually got a test board up and running under XAMPP. However, I am a little stuck on getting the config.php file to change permissions as far as getting it changed from world-writable to not like it suggests in the ACP.
I'm currently trying to figure that out at the moment. So yeah. lol
Oh, and you guys say to play around with a Mod that has already been created and see how it's been made and what not. What mod would you recommend to play with that is easy, to get started with? If you don't mind me asking.

I don't think Windows has file permissions the same way Linux does. And I think you can just ignore the message in the ACP because you're just testing it locally on your computer.

Yeah, that really can't be changed...I've tried. If anything I just suppress the message by commenting out the feature in the ACP.

Actually, it can be changed on Windows. All I did was go to the file, right clicked and where it has the Read-Only check box, I selected that. Here's a screen shot:

Then once I did that, the message about changing it to a 640 or whatever went away. So I'm assuming that worked? Maybe not, lol but it got rid of the message.
