You can put JavaScript src out of the overall_header ,try moving your src file...,as Long as the type is defined your ok

The statement will need reworked but im not on my pc, and i presume your not bothered about the sql querys added to the pages?

Or the web browser checks the cached files against the current files on a web browser..

f5 , html and css files
cntrl + f5 , all associated files belonging to a web site ,after changes have been made ...
there really needs to be a command built ,so a web admin forces this change into web browsers .. Its becoming not user friendly...

Control + f5 your web browser and post back ,might be in settings for some browsers to clear cache files..
