It was just an example of an extreme case. I personally don't like that style of navigation at all.

Hmm. Okay. If you're just talking about forum content, you don't need to do anything but permissions. If you want to also keep folks out of the memberlist and so on, then a MOD would be required.

No MOD is required, you can do that with the standard permissions. Simply set VIEW and READ both to REG and you're done.
