Phpbb forum installation and version question?

Hi,

What is the best version of PHPBB to use, and where can I download it? Also, do you have to pay for the software?

phpBB is open source and thus free to use, modify, and distribute, and the best version to use is the current release of the 3.0.x line (as of this moment, 3.0.4).
