Adding to page_footer()
I now know where page_footer() is based - but can someone please give me some sample code that I would insert into that file that would put "Hello World" on every page? Thanks

I think you are looking for styles/<stylename>/template/overall_footer.html

I am not looking just to change the footer. I am trying to incorporate my forum into my website's layout.
