You can check if the user has got the correct rank id, no matter if it's special or not. It's just not very nice to use hardcoded IDs. phpBB's ranks aren't designed to give you permission for anything at all. I'd use usergroups to do anything permission-related, then phpBBs permission system can be used.
By the way: not to be picky, but there is no such word as "codding", there is only "coding".
