Olmypus Beta 1
Olympus Beta 1 has ben released at phpbb.com We advise not to use it in a live environment but DO check it out. its nice and funky and is a lot simpler to use. installation is much more noob-proof and the admin cp is a bit simpler. The Developers have really outdone themselves and if there is a phpBB4 i will be amazed.

I hope the template is as easy to use as that in the phpBB2 case. I hate a lot of other scripts because their template system is harder to work on. I love modding everything in my forums, so I do need those tpl files.
I will wait till it becomes stable and then I might consider upgrading my forums. Still I have a lot of mods, so I need to be able to upgrade safe

phpBB !== vBulletin
The two will never be the same, there's no point in "competing" with something that is paid. If people want to pay for something like vBulletin they will anyway, regardless of the rest of the market.
If you like phpBB, use phpBB, if you don't there are plenty of alternatives out there.
And "small forums"? /me points to Gaia
